E Cape water treatment plant a white elephant

In the Eastern Cape there seems to be no end to issues around water.

A number of villages in Ngcobo in the Eastern Cape have not had clean, running water for years. 

This despite the fact that a R50-million water treatment plant was built there five years ago to supply water. But residents say the plant has not benefitted them at all.
